Former inspector-general of police (IG) Anadi Sahu today demanded a CBI probe into the Biranchi Das murder alleging that the Orissa police were “delaying” action and were being “shackled” by the presence of top bureaucrats in the case.
“The manner in which IAS officer Priyabrata Patnaik was let off by the police commissionerate points an accusing finger at the agency,” said Sahu, a former Lok Sabha MP from Cuttack and an NCP leader.
In his media statement today, the former IG also demanded that the workings of the Buddhia Singh Trust and Bhubaneswar Club be brought under the CBI probe purview.
For now, an investigating team of Orissa police, headed by additional-commissioner of police Y.B. Khurania, is probing into the murder.
Yesterday, senior IAS officer Priyabrata Patnaik was interrogated for two hours at the police commissionerate.
“Previously, he (Priyabrata Patnaik) had denied meeting Raja Acharya. But, in his police statements yesterday, as indicated in the media, he has conceded that he had met Raja through Biranchi for the Leslie Tripathy affair,” said the former IG.
The government today divested the official responsibilities of Patnaik in the wake of allegations that he was involved in the Biranchi murder.
The officer had conceded that he met the gangster “on one or two occasions” at Bhubaneswar Club and admitted that he had “intervened” in the Leslie Tripathy affair. “Why was an IAS officer so concerned about an album actress? This is for the police to investigate,” he added.
Previously, while Raja Acharya, in a television interview, had alleged that Patnaik had “threatened” him, his close aide, Chagala, had named the IAS officer as a “conspirator”.
Patnaik, who is the president of the judo association set up by Biranchi Das, is also a part of the trust meant for wunderkid Buddhia Singh.
Biranchi Das, as secretary of the association, was the managing trustee. In December 2007, Buddhia’s mother, Sukanti Singh, had filed an FIR against Biranchi Das at Bargarh police station (Bhubaneswar) accusing him of misappropriation of trust Funds.
She had alleged that Biranchi had embezzled funds meant for Buddhia. The trust fund reportedly runs into crores of rupees.

Orissa govt pledges to protect Leslie Tripathy,21st century’s our very own Helen of Troy

Two senior officials and two film artists have got police protection in Orissa following threats from a gangster who allegedly killed Biranchi Das, the former coach of marathon kid Budhia Singh, an official said Tuesday.

Security has been provided to commerce and transport department secretary Priyabrata Patnaik, special relief commissioner Nikunja Kishore Sundaray, Oriya film star Leslie Tripathy and model Jubilee Sundaray, a police official said.

Armed policemen have been deployed at the houses of these people and security officers will accompany them wherever they go, he said.

The steps have been taken in view of the possible threat to their lives from Raja Acharya, who allegedly tried to woo Leslie Tripathy.

Biranchi Das was shot dead April 13 in Bhubaneshwar. Acharya is alleged to have killed Das outside a judo centre.

Gravely considering the need of security cover for all those playing a key role in judo coach Biranchi Das murder investigations, Police Commissioner BK Behera on Monday called a high-level meeting of police officials.
While taking stock of the situation in relation to the progress of investigation in Das’s murder and possible steps to nail down the alleged accused gangster Raja the Police Commissioner said it was, decided to attach one personal security officer to Special Relief Commissioner Nikunja Kishore Sundaray, his younger brother Jubilee Sundaray, secretary Commerce and Transport Priyabrata Patnaik and actress Leslie Tripathy. Moreover, two sections of police have been pressed into action to provide security to Das’s family and Judo Hall. Besides, one section of police would provide security to actress Leslie’s family.
Speaking to the media Chief Minister Naveen Patnaik said as far as the case of Das was concerned the police are trying their best to nab the accused. “I announce the Lokpal will look into all possible angles of police-criminal nexus. Constitutionally he is empowered enough to inquire any official, including the police official irrespective of his rank and file,” said Patnaik.
Sources said both the senior IAS officers had earlier sought security cover for them as their names became public in the aftermath of Das’s murder. “However, with gangster Raja’s arrest getting delayed we thought it wise to take precautionary measures for all who have lodged complaints against Raja,” said the Police Commissioner.
Even after a week to the gruesome murder of judo coach Biranchi Das the hapless police instead of their restless and random raids have failed to find any trace of gangster Sandeep Acharya alias Raja and his other two co-accomplices of the crime. Besides, in the wake of large-scale reshuffle in the ranks and files of city police, including Deputy Commissioner of Police Amitav Thakur over allegedly forging a nexus with the gangsters there has been an unequivocal silence in the city police establishment.
While five Inspector-in-Charges of different police stations in the city, including Baragarh Inspector in Charge (IIC) Bhabani Pattnaik who was the Investigating Officer (IO) in the sensitive Das murder case and had to play a very vital role in the case, have found their names in the first phase transfer list prepared by the police headquarters. The other IICs meeting the criteria for transfer are also believed to have become panicky. However, after taking charge as Baragarh IIC on Saturday Pradip Pattnaik has met the same fate with very little progress in the Das murder case investigation so far

Even as the police probe into the judo coach Biranchi Das murder is moving at snail’s pace with the accused Sandeep Acharya alias Raja still managing to elude the police dragnet, a new CD available with a section of the media confirms the suspicion that Raja is Das’s killer.
An earlier CD telecast by a channel had claimed that the gangster was innocent and that a conspiracy had been hatched by some powerful people to nail him.
But with the surfacing of the new CD, which records Raja’s phone conversations with music album artiste Bidusmita, a close friend of another actress Leslie Tripathy, it seems obvious that Raja was planning to eliminate Das for preventing him from continuing an affair with Leslie. However, the tape, which is presently in police possession, can be used as evidence in the long run if it is proved that it is authentic.
Meanwhile, the present developments including the reshuffle of top police officials indicate that their might be an encounter, if Raja does not surrender before the joining of new DCP Himanshu Lal who has a no -nonsense approach and does not flinch to shoot at sight.

Even as controversy over deteriorating law and order in the wake of Biranchi Das murder continued to thicken, the Orissa Government on Friday effected a reshuffle among senior rank police by transferring three Deputy Commissioners of Police (DCP) from the Commissionerate of Cuttack-Bhubaneswar cities.

Chief Minister Naveen Patnaik also decided to hand over the case pertaining to allegations of unholy nexus between officials and criminals to the Lok Pal following submission of a report by Director-General of Police Gopal Chandra Nanda.

As per the sources in the Chief Minister’s Office, Amitabh Thakur, DCP of Bhubaneswar, has been posted as Assistant Inspector General of Police at State Police Headquarters at Cuttack. Similarly, Soumendra Priyadarshi, Cuttack DCP, has been transferred as Keonjhar Superintendent of Police. P. Shainy, who was DCP commissionerate (Headquarter), has been posted as Bolangir SP.

Besides, five other IPS officials were reshuffled in the exercise. Bolangir SP, Himanshu Lal, who has been in the limelight following cracking of fake medicine racket and crime operation of dreaded gangster Haider, will hold the important assignment of DCP of Bhubaneswar.

Similarly, P. Praveen Kumar, Sundargarh SP, will replace Mr. Priyadarshi as DCP Cuttack. Rajesh Kumar, who was SP of Nayagarh when the naxalites attacked police establishments will take the charge as DCP, Commissionerate (Headquarter).

Two other changes were made outside the twin city Commissionerate. Narasingha Bhol, who was in Police Headquarter, will take charge of SP of Sundargargarh district. Similarly, Yatindra Koyal, the Keonjhar SP, has been transferred to Nayagarh.

A major reshuffle in Commissionerate police was expected following mounting pressure on police administration for its failure to nab killer of Biranchi Das, former coach of child marathoner Buddhia Singh.

State Home Secretary Tarun Kanti Mishra, however, termed the transfer as routine exercise. The DGP had not given any specific instance with regard to the allegation of police-criminal link, he said.

The sword fell on four inspectors of different police stations. The investigating officer of the much-hyped murder case, Bhawani Patnaik, has been transferred to Bhadrak district. Tapan Patnaik of Chandrasekharpur police has been sent to Nayagarh district while Somanath Dixit of Old Town police station has been posted in Dhenkanal district. R. P Behera, Inspector-in-Charge of Nayapalli police station, has been sent to Koraput district.

Meanwhile, police continued to grope in dark in the investigation of Biranchi Das murder case. Although more than 120 hours passed, no headway had been made. An audiotape too surfaced on Friday in which the gangster was heard talking to a music video actress about Biranchi Das, a senior IAS officer and controversial actress Leslie Tripathy.
